The Board of Supervisors of Marion County, Mississippi will receive bids for the construction of the Bluff Street Park Loading/Unloading Platform, Federal Aid Urban Project No. STP-0046-00(016), FMS Project No. 107160-701000, no later than 10:00 A.M., local time June 5th, 2018, at the Marion County Board Office Loacted at 215 Broad Street, Columbia, MS 39429. All bids so received will be publicly opened and read aloud.
The work shall consist essentially of the following items:
concrete sidewalks, precast concrete elevated platform, timber loading/unloading platform, and other related items of work required to complete the project as shown and specified in the Contract Documents.
The above general outline of features of the work does not in any way limit the responsiblity of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.
The attention of bidders is directed to the Contract Provisions governing selection and emplyment of labor, Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.
The Board of Supervisors of Marion County hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women's business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements.

All documents required for bidding purposes may be obtained from Dungan Engineering, PA, 1574 Highway 98 East, Columbia, MS 39429, 601-731-2600. A non-refundable deposit of $200.00 is required at the time of request for Construction Drawings and Contract Documents.
Each bid shall be accompanied by a Cashier's Check, Certified Check on a solvent bank or a Bidder's Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the Marion County Board of Supervisors as bid security. Bidders shall also submit a current financial statement, if requested by the County. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount. NO STRIPPED PROPOSALS WILL BE ACCEPTED.
The proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited with the Chancery Clerk, 215 Broad Street, Columbia, Mississippi, prior to the hour and date above designated.

Work to be performed shall be in accordance with the "Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017" together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.
The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.

AIRPORT ROAD RELOCATION AND REMOVAL OF OBSTRUCTIONS
Sealed bids subject to the conditions and provisions presented herein will be received until 10:00 AM on Wednesday, June 6, 2018 and then publicly opened and read at the Columbia-Marion County Airport Terminal Building, 151 Airport Road, Columbia, MS 39429, for furnishing all labor, materials and equipment and performing all work necessary to complete: Columbia-Marion County Airport Authority, Airport Improvements Program (AIP) – FY 2018, Project No. 3-28-0018-015-2018: Airport Road Relocation and Removal of Obstructions.

A pre-bid conference for this project will be held on Tuesday, May 22, at 2:00 PM at the Columbia-Marion County Airport. All interested parties are urged to attend this conference.
Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to
Columbia – Marion County Airport Authority.
Bids may be held by the Columbia – Marion County Airport Authority for a period not to exceed 60 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
The right is reserved, as the Columbia – Marion County Airport Authority may require, to reject any and all bids and to waive any informality in the bids received.
This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.
